Our leadership team brings decades of experience across health and social care, technology, clinical practice, service delivery and digital transformation.

We work closely with our customers to understand their challenges, the outcomes they want to achieve and the needs of the people they serve. This collaborative approach is built on trust and many years of delivering secure digital services across health and care.

As the NHS manages a fundamental shift from hospital to community care with a focus on prevention, our focus is on helping NHS, social care and VCSE services work together as one co-ordinated system.

Paul and Christine founded RIVIAM with a clear ambition: to use digital services to help health and care organisations work better together 

As CEO, Paul leads RIVIAM's strategy, business growth and product development, using decades of technical and healthcare experience to innovate and help organisations deliver more connected, efficient and joined-up health and social care.

With more than 35 years of experience in technology and digital innovation, including over 22 years in health and care, Paul brings a rare combination of technical expertise, sector knowledge and hands-on experience.  

Paul began his career as a software developer in financial services in 1989 before moving into health and care. During that time, he has contributed to major developments across the sector, including being part of the creation of the Care Quality Commission, and supported NHS trusts and independent sector organisations to deliver NHS services through RIVIAM’s innovative digital services. 

Leading RIVIAM’s strategy to improve lives by transforming how health and social care work together

Having seen first-hand the challenges organisations face in managing referrals, information and multi-agency care co-ordination across different services, Paul designed RIVIAM’s original architecture and personally developed many of the platform’s early components. Security, interoperability and making technology genuinely useful for the people delivering care have been central to RIVIAM from the outset. 

Paul is also a Trustee of Dorothy House in Bath and North East Somerset.

Christine Targett, Operations Director & Co-Founder 

“For me, great delivery is about making sure ambitious ideas become dependable RIVIAM services that work optimally every day and deliver the right outcomes.” 

Christine is responsible for making sure RIVIAM delivers consistently and reliably for our customers every day.

She brings 35 years’ experience in software development, project delivery and operational management, including 10 years with Capgemini delivering major technology projects for organisations across financial services, utilities and government. 

Her career has taken her from hands-on software development into project and programme management, giving her a strong understanding of both the technical and operational aspects of delivering complex digital services. 

Day to day delivery of dependable, high-performing services

At RIVIAM, Christine leads operational delivery, working closely with customers and colleagues to ensure our services run smoothly day to day. She has played a central role in the success of RIVIAM’s immunisation services, serving as product owner and leading their operational delivery. 

Alongside her main operational role, Christine also oversees RIVIAM’s Finance and HR functions. 

Claire Hopkins MBA, Delivery Director

Discovery and design |  Product development | Digital delivery 

Claire leads the discovery, development and delivery of RIVIAM’s services, working closely with customers to understand their challenges and turn them into practical digital solutions. 

Since joining RIVIAM in 2016, she has played a central role in shaping and delivering services for NHS trusts, Local Authorities and independent healthcare organisations. Her hands-on experience spans discovery, pathway and service design, RIVIAM product development and service implementation for Community, VCSE and Acute organisations.  

Claire particularly enjoys bringing people together to understand how services really work and finding ways RIVIAM can make things simpler and more efficient for staff, clinicians, partners and patients.  

Turning complex service challenges into practical digital solutions that deliver desired outcomes

Her experience across both public and private sectors, combined with an MBA with distinction from the University of Bath School of Management, gives her a strong understanding of both the strategic and practical challenges involved in delivering successful digital change. 

She is a lay member of the University of Bath Social Sciences Ethics Committee. 

Dr Gareth Butt, Director of Software Engineering 

“Good technology should feel straightforward to use, even when the engineering behind it is highly complex.” 

Gareth leads RIVIAM’s in-house engineering team, bringing together technical leads, developers, UX specialists and DevOps engineers to build RIVIAM’s secure, reliable digital services.

With more than 20 years of experience in software development and NHS integration, Gareth has deep expertise in connecting systems across health and care. His experience includes integrations with EMIS Web, TPP SystmOne, NHS e-Referral Service and NHS Spine services, as well as national services including NHS Login and the NHS App. 

Making complex technology work simply, securely and reliably

Gareth works closely with our team and customers to ensure RIVIAM integrates effectively with the systems organisations already use, helping information move securely between services and supporting better joined-up care.

Dr Shanil Mantri, Medical Director & Clinical Safety Officer

Shan brings the clinical perspective to everything we do at RIVIAM, helping ensure our services are safe, practical and designed around the realities of delivering care.

He is a trained GP with more than 20 years of medical experience, including as a GP Partner. Shan has held senior digital health leadership roles including Digital Clinical Adviser to West of England AHSN (now Health Innovation West of England), Digital Lead for Virgin Care (now HCRG) and Chief Clinical Information Officer for NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board. 

Making sure digital services are clinically safe, practical and work in real care settings

As RIVIAM’s Medical Director and Clinical Safety Officer, Shan works closely with our product and engineering teams, bringing a clinician’s perspective to the development of our services and ensuring clinical safety remains at their heart. 

His frontline experience gives the team invaluable insight into the pressures healthcare professionals face every day, helping us create services that work not just in theory, but in real professional environments. 

John Shaw, Market and Business Development Director 

“The most effective digital solutions come from understanding how health and care services work today - and where better multi-agency care delivery to meet the NHS 10 year plan can make the biggest difference.” 

John works closely with NHS organisations, Local Authorities and independent healthcare providers to understand their challenges and identify RIVIAM’s innovative digital solutions that will improve referral and case management, care co-ordination and patient engagement.

He brings more than 35 years of experience in senior operational and strategic roles across public and private sector health and social care. That experience has given him extensive knowledge of public-sector systems, integrated services and digital transformation, together with a strong understanding of the practical challenges health and care organisations face when trying to deliver more joined-up care.
